MMs are supposed to maintain the market liquidity. Because pinks are thinly traded market makers are allowed to hold inventory to compensate.
To answer your question its a combination of crappy market making and shares are prob thin at this Price. MMs receive all of the derivative schedules for each security and they will move it when its time. Unless volume funds its way here first then they will play too
