its simple. the army was worried about al queda. they set up a data mining operation to link all sorts of common things together like names, travel, visas, phone calls, movies, books, clothes, locations etc. they were using non classified material. the army lawyers , with doj collussion shut them down after they identified a bunch of terroists in army briefings. then they got launched again, could use classified data. shut down again.. then launched again, shut down again. twice under clinton. once early in bush admin. but if you beleive he is a dolt, it is unlikely that bush knew anything about it in jan of 2000. if you think he is a smart guy, then he was putting out fires pretty early in his tenure, even before he was inagurated. apparently they id'd three or four of the 9/11 terrorists in 2000 and had told people about it
