I agree.

Computer engineers looks at this chart and worry about it.

Performance has flattened out due to power limits. Even in a hypothetical world where smartphones and tablets did not exist, Intel would still be facing a problem competing with itself if the next generation of chips offers little performance over the previous generation.

Even multicore scaling will run out of gas. This paper was written with input from Shekhar Borkar (Intel Fellow) who provided input on transistor scaling trends for the sub-22nm era.

Humm, I politely beg to differ.
I think INTC long term prospects are being built right now.
INTC is in extreme build out mode- Where the heck has everybody been?
INTC is investing billions for something...
I can't believe that INTC would just throw some 7 billion dollars in new fabs and expansion projects to just try to whither out a flatlining PC market segment.
I think the there are several large customers looking very seriously at INTC as a foundry.
Not to mention eating ARMS lunch from the bottom up.

I am patiently buying on the dips and going long.
