Well you're getting close. You can not possibly teach every child the same skill-set. I hate to be crude but some of these kids have handicaps that will never allow them to advance to the 12th grade level.
The good thing is that instead of what we did years ago by institutionalizing these children we have now decided to let them into the general population.
The bad thing is we now expect them to learn at the same level as normal kids (If there is such a thing.) and pass the same tests.
Sorry that is just not going to happen. But the idiots who wrote the NCLB Act never took that into account. About the only one in Congress who even realizes it is Kennedy.
