Yes. Everyone on that list ahead of Intel ships mainly or entirely
memory devices.
Samsung is a good example. I have lost count of how many times
that its been claimed that Samsung is in a position to dominate Intel.
based on its process R&D and capex budgets. Keep in mind that
process development for DRAM, flash, and high performance logic
are three very different streams. Samsung's R&D is split three ways
with logic being the poor cousin. In contrast Intel's process R&D is
focused on high performance, low power logic. Samsung is in no
better position to dominate Intel in processors/SoCs than Intel is to
dominate Samsung in DRAM.
