wasted is the key word.. They could have bought americans stockpiles of simple pv wafers by the billions and sent them to us. That could have been useful at least. Anything else was a scam indeed.
It seems there will be no national defense or local armories. Just one big stash somewhere the enemies will land and Jar jar binks will greet them with free weapons.. That is another scenario.
