Your information is seriously flawed as Romania is not a communist country. I will have to assume that the rest is also not accurate. For some reason you never post links to back up your claims. I wonder why not.

The company received an opinion letter from council that it is legal to import and export to the USA.

I recommend learning English a bit better before posting here as it is clear that your understanding is not good enough to be able to make people understand what you are posting, and you are not understanding the English from these documents which you have read.

It is difficult enought to understand one another when both speak perfect English, but when it is your second or third language it makes it that much more difficult.

Any EU- Approvals in the EU are only permitted for any
cosmetics or nutrition or pharmaceutics as only by the
EU central organized EMA Commission in Brussels !!

It definitely does not exists any such approval and any
national approval for the above matters are prohibited !

If it would exist as an EU public act it for anybody by
internet could downloaded, but regrettably not exist !!
