IMHO this was initiated by requests from big pharma or deep pockets before they would invest in a JV or a buyout.

it is maybe novartis lab. poor speculation but who knows.

This is a company grasping for credibility. They cannot find it in a consultant, they have to find it from within. The statistics do not add up, and so no consultant can fix that.
