Sure that could happen, but its going to be several days before they will be able to sell. Thats the whole point. Most penny plays fail because 1) company dilution and 2) front loaders (or those who have shares before a stock runs big) start unloading. Both of those factors are temporarily removed right now which means any run can actually be sustained should it occur.
