Well they have never put any teeth into dealers who do not record gun sales as that's a misdemeanor. Thousands upon thousands of sales have not been recorded as inventory goes missing - now do you think that's an accident? Plus when anyone can go to some gun shows or private individuals and purchase a gun what the hell do you think happens? Guns are easy to get because the NRA and gun nuts want them easy to get. Keep better track of guns and much of that can go away. It's amazing what happened when we outlawed machine guns and tommy guns from the public. Criminals stopped using them in the 30's.
