This is a false representation. They have an approved invoice in the amount of $250,000. The government usally takes 90days to pay. The 500,000 already recieved has been spent. The 250,000 expected is spoken for. I support this focus on a sellable product.
Be careful how you represent what is "in the bank" without direct knowledge.
