What we have here are mostly mexicans who work in the construction business. They are all considered self-employed sub contract labor and most are paid in cash at the end of each pay period -- no record, no taxes. Even when an employer files, it is via a form 1099 and good luck on the IRS ever collecting the taxes.
I also know of quite a few mexican small business owners (mostly restaurants) who hugely understate their earnings and pocket the rest without paying taxes on it.
The mexican economy here is virtually all cash and untraceable. It is also unwilling to assimilate into the rest of the community or to even learn english.
