There will always be the chance of fraud. I really don't have a problem with a positive id ie. fingerprint along with a picture id to vote.
That was the intent of the Motor Voter Act. Leave it up to the state's DMV to verify identity for a driver's license and let them sign up to vote at the same time.
The problem is every state has/had different criteria for verifying ID. NC was one of the worse btw.
And the other problem is if you wanted to do it uniformly at a federal level you'd have to tweak the Constitution to a degree to have a federal election voter id card. Right now the feds have hands off on elections period. If you have followed the debate about election machines since 2000, the feds were limited in what they could do. Basically saying get rid of the punch cards, but here's a ton of money for new machines. You get to pick, states.
It will and should take a Constitutional amendment to fix this BS once and for all. Everyone gets a NATIONAL VOTER registration card and every polling place gets the same damn machine.
