I think they really hoped it would happen because they knew they would have to either work for little or no pay, or find a new job if it doesn't happen.
I have no way of knowing if they honestly believed it was likely to happen. But the way it was worded they committed to absolutely nothing. I do believe they think shareholders are a bunch of nitwits to be manipulated as you suggested.
