I hate to dash your beliefs nitwit, but anyone can short on the greys just the same as buying or selling.

If I have xxxx shares in my account and I want to short xx shares, all I have to do is place the order as a short sale, no cash reserves needed, since I own the shares I'm 'borrowing' to short.

It's called "boxing".
