The term "go effective" is nonsensical grammatically and practically.

BRNE is supposedly trying to register its stock so it can qualify to be quoted on the OTCQB instead of the Pink Sheets. This would require the SEC to issue a "Notice of Effectiveness" (EFFECT) regarding its Form 10. For some reason, BRNE's past 7 Form 10s have been rejected by the SEC and BRNE is now on version 8.

Even if the SEC eventually declares the registration statement to be effective, it does not mean that BRNE is actually complying as an SEC fully-reporting company, only that it is then required to comply with filing periodic reports with the Commission, which also requires the annual report to be audited.

I've never seen a company have to file so many versions of its registration statement and take so many months to get its registration declared effective. Part of me wonders if BRNE is really serious about registering its stock and producing an audited financial report.

It's possible that the company is only going through the appearance of trying to register its stock and move to being quoted via OTCQB in order to keep investors interested.
