Pretty sure that owning 10% of a float is not form worthy. Could Be wrong but i thought that was for all authorized stock.

You're saying that people are claiming the float is 1,950,000? Not sure who's saying that, but I haven't heard it.

You only have to file 13Gs (or 13Ds) if you own 5% or greater of the OS, not the float.
