The daily numbers are raw data. I agree that at the end of the day the "net" short position could be a number between the total short amount or zero depending on the ability and skill of the market maker traders.

If they can cover their shorts before the 15th and 30th of the month their temporary shorts will not show up on the "official" bimonthly reports that are a snapshot in time. imo
