This has been ground to death (like some other issues). The shares are authorized NOT issued. They are there as a poison pill (takeover).

Very simple my friend and new investor
the outstanding is a little over 720 million but the float is around 12 million the inactive shares originally issued by management is 10 billion.
I know what your thinking...thats to many.Most of the outstanding are for acquisitions and restricted.When we get uplisted this number will disappear...so as a new investor you need to be concerned with the float.A stock that has high volatility usually has a float around 3 million or lower.So HISC is set up to maintain its pps when we go over the dollar range nicely as larger investors aka institutions, investment banking, whales, etc come into the stock.It will stop it from erratic movements.
