I believe Mr. Insane will take an exile deal at 11:59 and we will walk into Baghdad and liberate the Iraqis.
Then the process of reconstruction can begin.
The only way people start dying, is if Saddam gives orders to fight, and those orders are followed.
Since it would be suicide to do that, I think they'll cooperate with us, not him.
