"why not let the market know by telling us he will fully subscribe?"
If you were about to take the plunge into a stock that you believed had great potential, and you knew that your buying decision was respected by a community of fellow investors, would you address that community prior to buying and tell them your intentions so that they could drive the price up ahead of you?
If Offor sees value in fully subscribing at 7.5 cents, he surely sees value in fully participating in the oversubscription round as well. Why would he make that publicly known and reduce the pool of unsubscribed shares? If he sees value, he wants as many as he can get at that price.
He won't spoon feed us his intent to his own detriment, and that's why he hasn't. No successful investors broadcasts his intent ahead of his transactions.
