I would take it that the Chinese confirmation system is different than our own, culturally.
In other countries and cultures, business managers, military generals and provincial leaders often misconstrue and lie about resources, output, and potential.
Traditionally, Beijing cannot trust the reporting data coming from the provincial or county level. They have to send out their own "official" and "trusted" persons to get the facts themselves. Mao had to do this during the Cultural Revolution when millions were dying of starvation.
Why would they simply take the word of a Canadian about what is in them rocks???

The PR is a good thing. The Chinese are doing what they need to do culturally to have affirmation.
