You clearly misunderstood. The transfer station is the one who makes sure the regulation are adhered to. That's their job.
I've been to transfer stations first hand. Anything unacceptible is -- guess what? -- not accepted.
The NYSDEC is all over it without my help lol. The feedstock is neatly handpicked, sorted, baled, plastic-wrapped, and then handed with a plastic bow on it for JBII. It's not "relying on farmers" or any of that nonsense. A farmer doesn't just unload his truck and dump whatever crap he wants. The agents at the transfer station must examine what is dropped off first.
That's why the farmers had no place to drop off their plastic waste for free until now. What gets dropped off there gets INSPECTED.
