The did not do the 23:1 rs because they apparently didn't complete the acquisition, no filing of completion. Seems they decided on a redo after changing the nameplate from Westcap to ABCO. Same address. same principles, etc. One has to wonder why they changed the company name? Why would they do an RS with 29m share OS and 500m AS. Wonder if they will follow through this time....me thinks it is a ploy...imo.
