Most decks of cards are complete at time of use. Building a deck comes from (casinos (Vegas, for example) mutliple deck games (Memorandum of Understanding, for example)... or in other words... nobody but ... build decks of cards. So would you please use another descriptive reference that investors might understand?
As one can look at past agreements to agree, maybe, that... how many failed and how many made it?
