I see QCOM hasn't done any significant share buybacks in the last 10 years. I wonder why that is?

well QCOM has tripled in value without significant buybacks in the last 10 years. The QCOM investor ...... done well. Intel has lost value after (HOW MANY) $BILLIONS$ in buybacks in the last 10 years.
The Intel investor......not so well.
