The paradox is that this actually often increases costs to the consumer because insurance no longer covers them. Prilosec is the prime example of this.
Not sure what drugs they are thinking about. Maybe statins and some anti-hypertensives or even some ED drugs? In Europe some triptans are OTC, with high cost as the protection against over-use.
