I wonder if because LPH, "has signed purchase agreements with nine major customers for its Huajie facility and received the endorsement of local government and business leaders based on a site visit to its new facility on October 23, 2012" they are happy to add some cash to the coffers to expedite orders etc.?
Also, if the notion of serious institutional buying is true and takes effect, a larger float might not be a bad thing. As was pointed out, if getting a little more money (through exercising warrants) allows them to increase revenue generation at a faster pace, then why not. We'll see.
