On exchanges certainly, on the OTC not ever. To buy stock means you are investing, no MM invests in these securities due to their extreme volatility and illiquidity. In fact high short volume means just that, remember SEC Rule 200 is about ownership and if an MM is not buying or selling from their own account it is required to be marked short.
