FFGO - Of course they can. Private transaction are allowed. When a broker offers $1, to a retail shareholder, for their entire position, those responsible for those dark-pool transaction that resulted in the counterfeit electronic equity deposited into the shareholder's account are able to close out their position and risk with the broker.

Shorts cannot cover since the stock cannot trade.
