The part about the SEC changing rules on a daily basis is complete and utter BS. The SEC stuff is all pretty standard and has been fixed for years. It's probably more like whoever is filing something for the company doesn't understand what they have to do and they keep making mistakes. That's why if you are serious about filing you hire a specialist who is familiar with the process.
