I understand from your post you don't seem to understand your government and how it functions to much but let me educate you (although I feel it will do you no good).
Presidents don't produce budgets - Congress does. Every year including this year Obama had submitted a budget. It's up to the house and senate to approve their budgets.
As for democratic governing - since 1976 there has been twice as much job growth under democratic Presidents than Republican Presidents - Fact
