No, the exemption is for companies to issue non-registered stock. it has nothing to do with fully reporting.

To become "fully reporting" with the SEC and "uplist", a company must have registered stock under the 1933 Securities Act or The Exchange Act of 1934. To do that, a company must file a Registration Statement with the SEC to register with the SEC. A Form 10 IS a registration statement to register their class of securities under the 1934 Act, which includes a full SEC review.

If a Company wants to register specific shares of stock for resale, such as shares originally issued under an exemption, they can file other types of registration statements to do that. A Form 10 just registers a company's class of stock with the SEC.

But it is still a registration statement.
