What does that say at the top? Oh yes, "GENERAL FORM FOR REGISTRATION OF SECURITIES Pursuant to Section 12(b) or (g) of The Securities Exchange Act of 1934".

A Form 10 IS AN SEC REGISTRATION STATEMENT! And it comes with all the SEC review and scrutiny as any other registration statement.
