Not the EPA, evidently:

By 2015, the incoming industry-wide regulations aim to reduce annual emissions of SO2 by 78%, HCl by 97% and mercury by 92% (though the latter has recently been negotiated down to 85%).

Also to note that all those PCT, PAC technologies don't actually make the Merc inert like MBS does. So the piles of charcoal sludge will have to go somewhere. Land fill I guess at an extra cost for toxic removal. Oh but wait- MBS can neutralize those piles of contaminated charcoal too. Just more work coming to GTGP.
