So if you now are saying that "China doesn't want Japan to have nukes.", what makes you think Japan will get nukes? And I do understand the N.Korea/Japan issue, I just don't understand why if China does not want Japan to have nukes (as you said) why would they sit around and do nothing if Japan looks to start a nuke program? After all, if we can invade a country like Iraq with a similar excuse (you know, WMDs, nukes and all that), so can the Chinese. You see, when you start a precedence (especially without a UN mandate), everyone else gets to use it as well.

I guess where I'm getting with this is that I'm certain Japan will not start any nuke program as long as China opposes it. JMHO.
