I do not see how to start a new gubbermint in Iraq either, unless they want it. You could start three governments easily however.

Prediction:

Bay Buchanan's vision of a perfect, unified democracy in Iraq won't pan out, but NEITHER will the hysterical scenarios being bandied about by the appeasement gang.

The political/religous/ethinic entities in Iraq will see it to be in their own best interest to get along. Those who play nicely in the sandbox will reap the largest rewards.
