Ill like Kobe, there are saavy people behind just about any movement out there trying to change laws and regulations, it is a multibillion $$$ business, there are many many lawyers who get very wealthy doing just that, but a key fact to always remember, as my sis the attorney always reminds me, 50% of the lawyers who take a case to trial, lose their argument, and sometimes the outcome has even worse consequences, where the judge rules bad law, which can be even worse than the original.
Never the less, even if a Federal judge did make a favorable ruling, it will be years before anything comes of it, due to appeals, and regardless, the BIG $$$ lobbiests, the agency bureaucrats, and Congress will still step right up and put their hooks deep into it, the only real fast way to change it is to get Congress and the Senate to change the law, until that happens, alot of people are just flailing their hands, but some of them are exploiting the whole legalization movement for their own personal riches.
I believe that is the motive of at least 1 person directly involved with RFMK.
