DDHOUND- You are correct with that summation only it is the FBI and other enforcement agencies that go after these folks for fraud and other cyber violations. Not to mention civil litigation as well.
My whole point in this exercise is to heighten the awareness of anyone who is/was placing blind faith in 'OTC Disclosures' as the ultimate DD. As I stated before someone here knowingly or unknowingly used the word 'filings' when in reality there are none in the SEC sense of the word. As an analogy; using the world of books as a comparison, OTC Disclosures are a novel whereas SEC filings are a historical documentation of the companies actions which are created on specific forms requiring specific information and are scrutinized for accuracy. I am sure everyone is familiar with the usual SEC Form pre-amble but I have a redacted one below from a real-time filing.-TB
