You don't go from hardly having any contracts to all of a sudden landing a $40 million contract overnight, especially when you're a tiny company like AFPW. If AFPW does in fact secure a $2 million purchase order (or any multiple-unit purchase order for that matter), the significance will not be in the dollar amount, but in the validity of the technology and the interest given to it by a major DoD client. Also keep in mind that Special Ops asked AFPW to develop specs for the PBIS-200, which will likely see the same progression path as the PBIS-2000, which is:

1. AFPW will eventually build one PBIS-200 unit
2. The AF will test it on-site
3. Upon successful on-site testing, the AF will officially "accept" it
4. The AF will test the unit off-site in "real-world" conditions
5. Based on this "real-world" performance, the AF will ask AFPW to fine tune the unit prior to buying more (there may be another final round of tests to try out the final tweaks).

Also keep in mind that the areas where Special Ops is performing missions are likely areas where they deal with fellow NATO troops who will be very interested in acquiring these PBIS units as well. It's not coincidence that AFPW recently signed on Ed Figelman - a product rep in the meteorological equipment industry who has years of experience in international sales. In his own words:

Exactly, 1-2000 units need to be sold to bring AFPW above pennies. IMO 2015 at the earliest.
