I find that very hard to believe and waiting to see what develops here. Non recourse financing in a penny stock is unheard of.

first and do the R/S in that order ?

Of course they would!

To R/S the stock first, and then increase the A/S to 1B shares is absurd.If the A/S is 1B shares at the time of the R/S, it will be cut to 100,000,000 after the R/S!! It will not be increased to 1B post Reverse Split.
