EastCoastCdn, again, FINRA REGULATES THE OTC MARKETS. SEC filings are almost always by choice.

Are they not sec filers?
Why would they not follow the rules of other sec filers NASD/NYSE and OTC alike?
Even pinksheets have to follow these rules if Foriegn i.e. Canada.
