The point is, we use our taxes to encourage people to take certain actions (deductions for charitable gifts is one example).
Sometimes this strategy backfires and produces an unanticipated result, in this case more illegitimate births. I have no objection to people having babies out of wedlock except when they expect someone else to pick up the tab for it.
