Yeah, I think your right, they could very well have a monopoly on anti-biotics for sure, they are already going to be making propriety Ministry of Health drugs as it is. Not to mention the deals they have in place with big pharma.

There are 4 drug manufacturing plants slated to be built per the Pharma2020 plan, I've been trying to determine which ones these are and when they will be opened.

I believe these are them, with the exception of Rafarma, most of these won't be fully operational for several years. Plus they are all foreign companies, only Rafarma is Russian, and who do you think the Russian govt will give the bulk of the business to...hmmm...lol.

Rafarma $81M (fully operational by end of 2012)

AstraZeneca $187M (wont start producing drugs until 2017 and won't reach full capacity until 2019)
