I don't think they missed it, they just misjudged the severity of CRL. HALO dropped from about $12 to $7.5 after initial disclosure that CRL was expected - I almost bought it back then but decided to wait for the content of CRL because they disclosed the delay would be long. So people obviously thought the actual CRL wouldn't have as much impact as it is right now.
