I'm sure he doesn't realize it. Who would have told him? He's completely isolated from dissenting citizens. He prides himself on not reading newspapers or watching network news and he surrounds himself with people trained to tell him how great he is. The only imperfection of his own he seems aware of is his speech handicap but that's called "plainspoken" and only adds to his charm.
