The FDA prime function is to increase the safety of all drugs.

As there are currently many opioids available for prescription, only those new opioids drugs that are manufactured stable and increase the safety against abuse will be approved. The FDA is looking for the new pharmacological opioid drugs that release antagonists against agonist abuse whether deliberate or accidental.
