I'll bet my left nut it's the "interest and penalties" on the CD, which themselves, cannot be directly converted into free-trading shares. 1 yr restrictions apply.

Anyone who has first-hand knowledge of how corporate and/or SEC interest and penalty laws work, would know what I'm saying.
