In case you haven't figured it out, Q is NOT the target. Joe is. However, since Joe controls Q totally, Q can be collateral damage while going after Joe.
As far as who's going after Joe, I'd say that Jeff is the one who went after him by going to the authorities, and that's why Joe is attacking Jeff. I personally feel the proper way to go after Joe is through the criminal courts, as fraud is not a civil matter. How many have even bothered to forward the one simple post of Dehydratedman to the authorities and ask for an investigation?
