slight distinction: SEC can *not* issue a new suspension w/o new reasons

in phone calls, memos, etc, they can "suggest" to NASD to publish warnings to members. That will really apply the brakes, if they do so.

Not saying they will, but it's certainly w/in the realm of possibility...
